At East Bay Asian Local Development Corporation (EBALDC), we believe affordable housing is the foundation for thriving communities. We're looking for an experienced, strategic leader to serve as our Vice President of Resident Services and help shape the future of resident and community services across our growing portfolio. Our Resident Services team works alongside residents to help them build stable, healthy, and connected lives by providing access to services and opportunities that promote housing stability, economic mobility, youth success, health and wellness, community engagement, financial capability, and connections to essential community resources.
Reporting to the Chief Strategy Officer and serving on the Senior Leadership Team, you'll lead a talented team responsible for resident services, economic mobility initiatives, youth programming, community partnerships, and operational excellence. More importantly, you'll have the opportunity to strengthen an evolving department by building leadership capacity, improving systems, and creating the structure needed to deliver exceptional resident outcomes.

Why This Role?

This is an opportunity to lead meaningful organizational transformation. You'll help integrate new leadership roles, strengthen accountability, develop high-performing teams, and ensure EBALDC's programs continue to meet the changing needs of the communities we serve. If you enjoy building organizations, developing leaders, and turning strategy into measurable impact, this role offers the chance to leave a lasting mark.

What You'll Do

  • Provide strategic leadership for Resident Services and related community development programs.
  • Lead and develop a high-performing leadership team, including Directors, Associate Directors, Resident Services Managers, and program leaders.
  • Strengthen departmental systems, operations, accountability, and organizational effectiveness.
  • Partner across Property Management, Real Estate Development, Asset Management, Finance, Human Resources, and Resource Development to advance resident and organizational outcomes.
  • Lead departmental transformation by clarifying roles, strengthening leadership capacity, and building scalable systems and processes.
  • Cultivate executive-level partnerships with government agencies, funders, educational institutions, and community organizations.
  • Utilize data and performance measures to improve resident outcomes and guide strategic decision-making.
  • Support fundraising, grant implementation, and long-term sustainability of resident-focused programs.
  • Foster a culture of collaboration, accountability, innovation, continuous improvement, and resident-centered service.

Qualifications

Qualified candidates will possess:
  • Bachelor's degree required. Master's degree in social work, Public Administration, Community Development, Public Policy, Nonprofit Management, Business Administration, or a related field preferred.
  • Demonstrated success leading organizational or team transformation, including integrating new roles, restructuring teams, and building culture and accountability during periods of change.
  • Ten or more years of progressively responsible leadership experience in affordable housing, resident services, community development, workforce development, economic opportunity, human services, or a related field.
  • At least five years of experience leading multiple programs, departments, or functional areas through other leaders.
  • Demonstrated success translating strategic priorities into operational execution and measurable outcomes.
  • Experience leading organizational growth, change initiatives, process improvement efforts, and team development.
  • Strong understanding of affordable housing, resident services, economic mobility programs, and community-based service delivery models.
  • Experience managing budgets, grants, contracts, partnerships, and complex stakeholder relationships.
  • Exceptional leadership, communication, relationship-building, facilitation, and organizational skills.
  • Demonstrated commitment to equity, resident empowerment, and community-centered practices.

Why Join EBALDC?

For more than 50 years, EBALDC has been creating healthy, vibrant, and safe neighborhoods through affordable housing and community development. We believe our residents deserve more than housing—they deserve opportunities to thrive.
As Vice President of Resident Services, you'll join an organization committed to innovation, collaboration, and continuous improvement while helping shape the future of resident services across the East Bay. This is a unique opportunity to build leaders, strengthen systems, and create lasting impact for thousands of residents and communities.

Salary: $140,000–$150,000 annually, plus a comprehensive benefits package.

Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
