East Bay Asian Local Development Corporation (EBALDC) is seeking a Chief Strategy Officer.
Position Summary
The Chief Strategy Officer (CSO) is a key member of the executive leadership team, serving as a strategic partner to the CEO and CFO. This role is responsible for driving high-level strategy, identifying and evaluating new business opportunities, and fostering key external partnerships that align with the mission and long-term vision of EBALDC.
The CSO will play a critical role in shaping the organization’s future by analyzing market trends, facilitating cross-functional collaboration on strategic initiatives, and ensuring the most effective use of organizational resources—particularly optimizing the CEO’s time on high-impact opportunities.
This position requires a highly strategic thinker who can evaluate ideas, identify risks and success conditions, and determine whether opportunities align with EBALDC’s core mission. The CSO will serve as the bridge between vision and execution, guiding concepts to the next critical decision point.

Salary Range: $175,000-$200,000 annually

Key Responsibilities
Strategic Visioning and Leadership
- Lead the development of immediate strategies and provide process for long-term strategy development that advances EBALDC’s mission and impact.
- Ensure organizational priorities are aligned with external opportunities, developing public-private partnerships and cross-sector collaborations where appropriate.
- Conduct market analysis and community needs assessments to inform strategic decision-making.
Business Development and External Engagement
- Evaluate programmatic, partnership, funding opportunities for feasibility, and develop business model or workplan when appropriate.
- Cross-department program development
- Be an external proxy for CEO when appropriate to cultivate relationships with government agencies, funders, elected officials, and industry leaders to expand opportunities for the organization – tracking next steps and pushing towards strategic objectives
- Lead efforts to position EBALDC as a key player in community development, advocating for policies and initiatives that align with the organization’s mission.
- Partner with public and private entities to explore innovative financial models, policy-driven initiatives, and growth opportunities.
Organizational Strategy and Alignment
- Facilitate cross-functional collaboration to ensure that strategic priorities are advanced efficiently and effectively.
- Drive organization-wide initiatives by establishing frameworks for execution, ensuring key decision points are met.
- Ensure the organization leverages data and analytics to inform strategy and measure impact.
Executive-Level Decision Support
- Provide strategic counsel to the CEO on high-priority initiatives and organizational direction.
- Identify risks, conditions for success, and critical factors in evaluating new initiatives.
- Ensure that executive leadership’s focus remains on the most high-impact opportunities by refining and translating ideas into structured decision-making frameworks.

Education
- Bachelor’s degree required preferably in Urban Planning, Public Policy, Business Administration, Public Administration, or a related field.
- Master’s degree preferred.
- 5-7+ years of experience in community development, strategic planning, or public-private partnerships, with at least 3-5 years in an executive leadership role.
- Proven ability to develop and implement high-level strategic initiatives at an organizational level.
- Deep understanding of decision-making processes in the public and private sectors, including policy development, government engagement, and cross-sector collaborations.
- Experience working with diverse, low-income, and multi-ethnic communities.
Skills and Abilities
- Exceptional strategic thinking and visioning abilities.
- Strong ability to evaluate opportunities, assess risks, and drive strategic decision-making.
- Proven relationship-building skills with public officials, funders, and community stakeholders.
- Ability to translate complex ideas into clear, actionable strategies tailored to different audiences.

Preferred Qualifications
- Experience with grant writing, fundraising, and partnership development.
- Knowledge of California-specific community development opportunities and challenges.

Work Environment
- Hybrid work environment with a combination of office, remote, and external meetings with stakeholders.
- Occasional travel to meet with partners, attend conferences, or engage in policy advocacy.
- Some evening or weekend hours may be required for community engagement and public meetings.
